POLICY & PROCEDURE MANUAL
The City of Fort St. John recently became the home of Daniel Cody Morgan, a convicted child sex offender who was released from prison. In order to protect the citizens of the community and ensure the surrounding communities were aware of his presence the Council for the City of Fort St. John requested that all surrounding municipalities were made aware of his presence and to assist in ensuring the Government enacts more stringent guidelines when it comes to the release of convicted sex offenders.
Policy/Objective
To ensure that all residents of Fort Nelson and surrounding areas are made aware of the presence of a convicted sexual offender who has been released from the prison system and taken up residency in the community or surrounding area.
Implementation
1. Lobby the Provincial Government to immediately enact a Sexual Offenders Registry designed to inform Councils, Regional District Boards and School Boards, through the RCMP or local police about the presence in the community of a convicted sexual offender.

3. Assist community groups with printing and distributing posters in the Town and Regional District to publicize the presence in the community of convicted sexual offenders and/or the facts of his convictions for sexual offenses against children.
4. Take appropriate steps to make other communities in B.C., Alberta, the Yukon and the Northwest Territories aware of any offender's record and that the offender may be moving to their community.
