3905-02 - COMMERCIAL VEHICLE USE OF SIMPSON TRAIL:

APPLICATION OF TRAFFIC CONTROL BYLAW



Background



The Town has experienced problems with commercial vehicles travelling on Simpson Trail during school opening & closing hours in particular, when large numbers of children from the schools & other public facilities located on that street are using Simpson Trail. There is particular concern about loaded or unloaded logging trucks on Simpson Trail during those opening\closing times and in the Winter months, when road or weather conditions may be poor and when the road is experiencing heavy traffic to & from the schools already.



The Traffic Control Bylaw provides that commercial vehicles exceeding 17,000 Kg are prohibited from using Simpson Trail from 57 Avenue West to 50 Avenue North on school days.



Policy/Objective



The Town Council recognizes that the area's industrial base is the community's "reason for being" and that logging and logging trucks are an integral part of the community's economic base. They wish to achieve a balance between the concerns for public health & safety and the complaints of citizen, with the need for industry to do its business in an efficient manner & without unnecessary interference from local government.

Therefore, while the Traffic Control Bylaw does prohibit use of Simpson Trail by commercial vehicles on school days:



(1) It is the Council's policy that a designated bylaw enforcement officer (including an RCMP Officer) will be expected to take action to handle such prohibition offences under the Traffic Control Bylaw only on school days between the hours of:



8:00 AM and 9:00 AM (school opening hours)

12:00 PM to 1:30 PM (school lunch hours)

2:30 PM to 4:00 PM (school closing hours)







Implementation



The Public Works Director of Operations is authorized to cause to be placed such prohibition signs listing the hours noted above as may be required to give effect to this policy and to the Traffic Control Bylaw.
